NEW YORK (CBSNewYork) – A new national alert system is set to begin in New York City that will alert the public to emergencies via cell phones.
It’s called the Personal Localized Alert Network or PLAN. Presidential and local emergency messages as well as Amber Alerts would appear on cell phones equipped with special chips and software.
The Federal Communications Commission and the Federal Emergency Management Agency said the system would also warn about terrorist attacks and natural disasters.

“The lessons that were reinforced on 9/11 is the importance of getting clear and accurate information to the public during a crisis,” New York City mayor Michael Bloomberg said at a news conference on Tuesday.
Verizon and AT&T, the nation’s largest cell phone carriers, are already on board. Consumers would be able to opt out of all but those presidential messages.

“We believe this new alert system is a welcome addition to our arsenal of readiness,” Police Commissioner Ray Kelly said. “It’s like a police officer’s gun: it’s there for a good reason but we hope that we never have to pull the trigger.”
The announcement of the new emergency alert system came in the wake of Osama bin Laden’s death and an uptick in security and safety concerns around New York City.

For now, the alerts are capable on certain high-end cell phones but starting next year, all cell phones will be required to have the chip that receives alerts.
By the end of the year, the new system will be in place in New York City and Washington and in cities around the country by the end of 2012.
Bloomberg made the announcement about the new system Tuesday morning with FCC chairman Julius Genashowski and other federal and local officials.
This new emergency alert system is part of the Warning Alert and Response Network Act that was approved by Congress in 2006.
New York City already has an emergency alert in place called Notify NYC.  Bloomberg says it’s the largest opt-in notification alert system in the country.

This is a common sense system that will save lives, and to not support it on the basis of some religious or conspiracy theory is asinine and a prime example of why this country is going down the tubes. You may also opt-out of most of them. Plus, according to some of the thumpers around here the world is going to end May 21, 2011 so you shouldn’t even really be worrying about this to begin with.

There is no need to have any new software or chips on a phone to receive texts. They are attempting to do something else under the cover of “emergency messages”. I guarantee that this special chip and software has some form of location tracking and spyware on it. Perhaps it is special software that instantly analyzes voice patterns, digitizes the voice characteristics into a packet which is sent to a central server to see if it should be taped. Imagine, worry-free wiretapping! If the voice is that of a wanted criminal or just someone on the wrong side of politics, it could then be directed to start broadcasting location. Big brother is here and he will even let you play games on his electronic handcuffs.

This is to Clint. Some of us do not understand the difference between faith and belief. If the bible were to give exacting details as to how things would unfold then there would be no room for faith as knowledge equals belief and faith requires none. But that’s the point. How many of us could actually put on a blindfold and step off of an apparent cliff on God’s word alone?
The bible should never be so easily discounted because there are many lessons that would benefit most people if they would just give it a chance. I do not believe the bible was written to give perfect predictions. Revelations could be looked at as a broad prediction. No, there will be no specifics as that is not important (please refer to my first statements regarding faith). There are many paths in which the degradation of our society and the eventuality of evil taking power can occur and will occur without checks and balances. It’s one of the reasons the Constitution was written the way it was. Basically, if a power or responsibility that would be intended for the government is not mentioned within the Constitution then the government does not have that power. Our founding fathers understood the potential slippery slope that unbridled power would lead too no matter the intentions of the person or organization wielding those powers. It is also one of the reasons that power must always be decentralized.
I believe the prime example of why our country is going down the tubes is because of the majority of our representatives. Who in their right mind would ever think that it was ok to not only have a 14.3 trillion dollar deficit but increase the limit on that deficit? For a long time now those in D.C. have repeatedly kick the can down the road for someone else to fix and now we are at a point where we can no longer do that and have the country survive. The idea of having a mandatory requirement to receive alert broadcasts to our personal cellphones from our federal government with no way to option out goes against our freedoms. It’s not their cellphones nor is it their networks. Even if the funds to build or create these phones and networks came from the federal government the true owners are the American people. The country and the government are in fact two separate things. I look at the government as nothing more than a service industry hired by the American people and legally enforced by a contract we call the constitution and nothing more. How would you feel one day if the company that mows your yard informed you that they were going to start cleaning your gutters (something you may already do yourself) whether you like it or not and charge you anything they want too?
There are two main reasons 9/11 happened. One, the terrorist attacked and the second is those that we hired and entrusted to protect us failed and failed miserably. We believe that increased funding and more overbearing security measures that violate our contract with the service company (federal government) are going to make us safer. How can those that failed to protect us from men with box cutters, abysmal flight training and blind luck ever do it with billions of dollars in additional funding and more oppression of our freedoms? Never mind the fact that we were spending hundreds of billions of dollars a year to already protect us.

Also, as a service I’ll break this down for you. “Opt” is short for “option” and “Out” means you are not “in” something. So when those are put together we get “opt-out” which is where you can exercise the OPTION to stay OUT of the program. That is exactly what you can do here, except admittedly for the presidential alerts, which contrary to the rantings of people on this article will not be campaign related (that would, in fact, be illegal). It’s almost like you people would like to assert being uninformed and ignorant as a constitutional right. OH NO! The mean government is trying to disseminate vital information to the public in a quick and effective manner!
As a final note, when you see alot of people running one way screaming and holding their cell phones, make sure you keep heading the other way so you can avoid the intrusion of knowing that there is a catastrophe unfolding ahead of you. To do anything else would just be un-American.

I spent 37 years of my life without a cell phone. I think i will opt out of their use. I’m tired of everyone being able to reach me anyway. Do you remember work vacations without worrying about phone calls from the boss? I don’t know how we did it but we survived. There are far too many distractions for human beings today.

I agree. I see people who are out and about trying to do their thing with their cell phones ringing every 2 minutes. It makes me think, “Wow, I feel great about not having a cell phone.” I can go out and not be stressed by having to multi task and deal with everyone 24 hours a day. If I’m out having a good time I can relax knowing that if someone needs to reach me, they can call me when I get home. I’ll deal with it then, for now I don’t need to bother. The good old days aren’t that bad. I try to live like that as much as possible.

The reason for the special chip is because these text messages will be electronically signed. It could be done with existing SMS equipment but then there isn’t that extra security in place to prevent someone from forging an emergency message from the president. The idea behind the chip is that only local government, state government, and the president can use these emergency messages.

I’ll be glad to receive these alerts. Oh, my phone bill is for 4 phones and costs $100 a month. Adding text messages will be another $40 a month. When the government I don’t have Smart phones, that could be another $600-$800 dollard up front. When the government sends me the money to cover the cost of upgrading my phone plan and regular monthly payments for mandating cell phone service for my family, I’ll gladly comply.

I currently have Verizon, but I’d drop it in a heartbeat if this came to pass. The pay-as-you go plans are convenient, cheap, and you pay cash up front so they can’t track based on SSN.

After having my morning coffee so I could keep my thoughts together (Hence the confused email earlier), I called the offices of my congressman and two senators and told them that this should not go forward. If it does go forward and becomes a nation-wide, mandatory system, I want the government to fund it. I then want them to submit a bill that everyone MUST have a house and a car and it should be paid for by the government. I need gas to run it also, so I’ll need my gas coupons too. Oh, food is more essential than this alert system, so I expect the government to provide me and my family with food each week. Please don’t leave out my cable or satellite systems either because these are essential for following what is going on in real time. If the government is going to start mandating all this stuff, then they need to pay for it. If we’re going to be socialists, then let’s go all out!! Is this considered constitutional under the General Welfare clause? Just wondering. I thought I just heard the founders rolling over in their graves!!

As I understand this is a program that actually started under Bill Clinton then through Bush and now Obama. But, it is funded by multiple telecom companies and no taxes are used to provide the service. I think the telecom companies probably get a subsidy to provide this service but I could be wrong. It seems that the telecom companies would cover the cost of these phones through their paid customer rates.

I own a telecom. We file FCC form 499 which declares our revenue, like a tax form. USAC then distributes this information to 50 different agencies, programs, individuals, animals, plants, etc. They all send us “bills” for their share of our property. In total, this amounts to about ***30%*** of our revenue (in additional to corporate taxes). We pass this on to our customers. Look at your phone bill. YOU PAY FOR THIS. Your phone bill is 30% higher than it otherwise would be.

Yep, sure enough, they can track you, but that’s been a capability for some time now. All phones in recent years have GPS receivers, and ostensibly the owner of said phone is able to disable the GPS via the interface. Law enforcement does indeed have a back door to enable the GPS receiver.
Hear of all the crimes where the perps get caught because they have a victim’s phone with them?

The E911 may be traceable, but it certainly is not required to be able to make a 911 call in an emergency. I even wrote a letter to Verizon about how I will hold them to a wrongful death suit if my husband dies, because the 911 does not work all the time on outgoing calls. It took over 20 minutes and multiple tries just to get the address to the emergency dispatcher, while my husband was on the floor having a heart attack. I wished I had not disconnected my land line, but Verizon guaranteed that the 911 call feature works. They lied, so everyone be ware.

Slight correction – they know the IP addy of the proxy site I’m logged into at the moment. Which is two other proxy addys down the line from my real IP. Not saying that I couldn’t be found, but it would take a fairly expensive search to match up all the IP addys in a number of different logs to find me and someone would really have to want to find me to go to that effort.

Perhaps the technology has improved but when my company tried to install a cell phone call system for it’s 10,000 employees the response time for the message to get out was hours because the3 system had to dial phone numbers. A text message went out very quickly in comparison. That aside, the program is ridiculous, what’s next, the government sending out paid commercials on the phones. More intrusion on my personal freedom and at what inefficient cost?

If the government would just remove themselves from this and let the airlines take care of security as they see fit, then you would have the REAL FREEDOM of choice in the matter, as you would be able to pick and choose which airline you feel most comfortable with. That would be true freedom of choice. But when there is a government official at every gate prepared to conduct an illegal search without probable cause (other than the fact you want to fly somewhere) then that is 100% violating YOUR 4th amendment. Implementing the TSA’s tactics is not a necessity. We all need not stand in line and be frisked because Saudi’s in 2001 overtook planes and crashed them. Which is a different issue of constitutionality. The government has no place in the market. I agree with that completely. Funny how people like K believe that a college piece of paper grants them “genius” status. Most kids that go to college spend 300k to learn stuff they should have learned in HS and party most of the time. I am not knocking all students, a small percentage do specialize. But most just think they have to go and get degrees in sports or HR or other worthless degrees. The next bubble to pop (that we will all get stuck paying for) is the education bubble. Drudge provides links to other sites, no information of his own. One might also note that Drudge can not push the offered material on anyone as this does, nor does he raise the cost of your computer by demanding that a drudge-chip be installed.
It always amuses me when an obviously less-than-clever person alludes to the lack of cleverness he or she sees in his or her political opponents. It also explains why so many voters see themselves as independent, rather than democrat or republican.

That does not necessarily mean anything. Some of the smartest kids are the dropouts. (Also, check out the IQ’s of the people sitting in prisons.) Grades indicate only the willingness of the student to complete the assignment and turn it in. The majority of the gifted and talented kids in many schools are not reflected in their GPA.

I see a Federal lawsuit coming–from ME! I am quite capable of discerning a nuclear detonation within 100 miles of my location. The problem isn’t that they care where everybody is, it’s that they can track whomever they want. If you failed to pay your taxes last year, they can pull up your file and use whatever tools they’ve got to track you down, and giving them more tools to do so only makes it easier for them. In that tax evasion example, they may have just cause to want to track you down, so the tools seem harmless, but let’s say you rant politic a lot and hold contrarian positions (like many do)…as the country slips further down the statist-tubes, contrarian positions will become flags enough for them to want to track you down and shut you up. …then the tools don’t seem so benign and it won’t have been worth sacrificing your liberties.

You won’t have a choice. I didn’t want to upgrade my phone in 2004 specifically because I knew they were adding the tracking capability/chip/software and in June of 2004 my cellphone stopped working. When I called my carrier I was told I needed a software update and they would call me back to tell me where I needed to go to get the upgrade. They called me the next day and told me the upgrade was not available and I would have to get a new phone. They admitted there was nothing wrong with my phone, but the software on it would no longer work with their network and I would have to purchase a new phone.

Yeah!! I remember I called Ben Franklin one time and he had that quote on his voice mail! (the point, so you don’t miss it, is that anyone who tells you that Benjamin Franklin would or would not have supported emergency alerts on cell phones is talking out of his a$$.)
I can tell you what Benjamin Franklin apparently did not support: Womens suffrage. (the point, so you don’t miss this one either, is that anyone who believes the founding fathers to be infallible should have to only look as far as all of the amendments which have been necessary since the Constitution was ratified).
You can’t just back up your position by saying “those old rich white men supported it 200 years ago!!” Its 2011, you’re going to need more intellectual firepower than that (see: Sarah Palin). I can’t believe America has become a place where the inmates run the asylum. THINK before you DECIDE, people.

As a cell phone protocol expert, John, they can already do that. Duh. If you have GPS in your cell phone, your location can be had even with your cell phone turned off.
If you don’t have GPS in your cell, they can triangulate you based on the nearby BSTs [base station towers.. those big ugly cell phone towers you see]. Although more difficult, they can track you to within 30 yards of your location that way.

Not only will you pay for it, at some point, if Obamacare does not get shot down by the SCOTUS, you will be required to buy a cellphone that supports this system – out of your own pocket. This will be based on the “commerce” argument that the government cannot protect you adequately without one, and if they can’t protect you adequately, you will incur additional costs that affect all other citizens. That’s the Obamacare argument.

Voyager – we’ll have to agree to disagree. I have the right to “opt-out” of almost everything including the notification network.
If I earn very little, the government pays me back in credits than I paid in taxes. In my case, I earn quite a bit and happily pay my taxes so no, you aren’t paying for me. I’d willingly pay more too if that’s what the tax code decreed -up to a limit of course. If you want to live in freedom, there are countries in Africa (Somolia comes to mind) where the government is so weak that you can do whatever you want to whoever you want. I suggest you go live there.

I am sure there are families of 3,000 + people who only wished their lost loved ones on 9/11 could have recieved a warning call telling them to vacate the building. I PERSONALLY had friends who perished because the started down the north tower and came back up because there was no way to know. And since I can be tracked everytime I pay a toll or make a call already, I prefer to put my phone to further good use.. All you conspiracy theory paranoid people, how do you sleep at night??? You do realize you play right into the hands of those in other parts of the world who would love to see us as a nation fall. I have one simple remedy for you. Since life is so tough for you here…move, become a citizen of another country, maybe Iraq or Afganistan would suit you. Anywhere but here, you have no value to this country. See how much better life is elsewhere , you certainly are of no use here.
